This was in regards to the buyback structure/share retirement. They aren't half-assing it here. I truly believe that this company is no longer letting OTCMarkets dictate their future and are following up on what they have been promising since initial news release on April 27th. It is a matter of strategy and timing in order to keep the allure with attracting new investors. IMO They may already have more than one institutional investor since company's with over 100million in assets do NOT have to file immediately. They have a 45 day grace period.

The abstract of the first two pages shows that if PGPM has more than one institutional investor, it could be a Big Deal!
