Having scientists / engineers work on modeling the final design. That takes money. Maybe not a huge amount, but some, for a company that currently does not have much money.

But these are real expenses. It is easy to dump on a company that is trying to develop this project with little money. It is easy for people to say it is a scam.

But it is just as likely that this is a small company, on a really tight budget, trying to move along an ambitious project.
