Chinese and USA held a conference with top companies 10-13 years ago for economic development and sustainable technology.

Chinese and USA came together and said, we need companies to do this research.they chose the top tier and went at it. This is the outcome.

Government needed private company help, it happens ALL the time, but this was a massive crisis and governments threw the 'Please be our savior, tell us what you need, we got you"
In return, must be public company. (Notice they are going china and USA market at same time) usually it's one then the other, this was the deal the companies and government had to make to each other in exchange.
