I think he is saying he believes that since there was no reverse split that the shareholders meeting was positive in regards to news coming soon. They have to keep the PPS up - R/S is a way to do that. Since it was voted down the sentiment is that good stuff is on the way. It's not guaranteed - but psychologically it makes sense.
