So what does Tomas mean when he states that he is not sure what value RMAT would really bring... I believe that with Texas' new law (effective Sept 2017), USRM will be able to perform this procedure in the US (Texas) without FDA approval.

The big value of RMAT approval at this point was immediate acceptance of Myocell stem cell therapy for CHF in all 50 states.

Instead, Tomas is saying that they will stop spending their money on additional work with the FDA to get this approved and instead market their procedure in Texas with the understanding that results there will spread through other states. Those other states will follow suit with similar laws as long as results hold.
