Surf is talking about naked shorting, not ordinary shorting. That is where MM's/brokers can produce "counterfeit" stocks.
And we know what happens when the supply of something goes up way up in relation to demand (price goes down).
This is supposed to be illegal in the US, but in practice is still done. You can force a cover of these FTD (failure to delivers) by getting a cert (although supposedly most cash accounts don't have any FTD's only margin accounts).
