They will start with a 10k barrel per day refinery because it takes 60-days to file permits and 45-days to get them approved for that size.

The permits for a 50-100k bbl refinery will take about 15 months for approval. That's why they are starting with the 10k to get the ball rolling.

Once the permits for the 10k bbl refinery are done they will build it and begin working on permits for a 50-100k bbl per day refinery at the same location. Both the 10k and 50-100k refineries will fit on the land.

A 10k bbl refinery costs $47-$50M
A 50K bbl refinery costs $450M
A $100K refinery costs $870M

Financing is of no concern once permits are approved.

Refined products are not just limited to export to Mexico. They are exploring multiple options including pipeline to anywhere from Arizona to Corpus Cristi.

Land should be closed on within 7-10 days.
