1. Monster silk will not be produced commercially. Dragon silk will. Its these silkworms that are few in numbers. Don't forget that when the reeler damaged or used up much of the cocoon silk for the Army tests, KBLB was unprepared and caught off guard. They only produced what they thought was enough.
There was a DELAY to come up with addition silk.
2. How many dragonslk silkworms are needed for commercial production? How long will it take to raise that amount?
It is this question that have many saying 2019 at earliest
3. Where will these silkworms be raised?

What role will the U.S. government play in determining breeding sites?. The Texas location was in direct response to a U.S. government mandate, that is the only reason for its existence.
The Texas facility cannot produce commercial amounts. but is sufficient for ample samples.
What will the government require if they grant a contract?

Cross-breeding with Vietnamese worms is more experimentation and pre-commercialization activity.
Cross breeding may be necessary to develop resistance to local Vietnamese pathogens. (more delays)
Cross breeding may not be successful.
Successful cross breeding would widen the production base to reach commercial numbers quickly.

The challenges and hurdles are numerous as they are complicated, which are then made even more arduous by a vastly undercapitalized concern that appears only to make poor financial deals in funding its endeavors.
