No, it has nothing to do with the NVSOS. There, the name of the public shell was "Oceanic Research & Recovery, Inc." That was the REAL name of the shell Tracy wanted to be named custodianship of.

Instead, in the Clark County court, he applied for custodianship of "Oceanic Research & Recovery Group, Inc." That company has never existed.
