Simply watch the news and it's obvious why things take so long when the government is in the process.
The trump cabinet just had its first meeting... and lower appointments ( hundreds) are still ongoing.
Now add the trials... collection of data. Reporting to those slow government agencies..
To answer the question... there should be a safety parameter... once established that a drug or device is "pretty safe" it should be available in situations of last resort!
I personally know a ICU doc... he would use it without question just based on ONE case of the week I sent him.
