Even he (Frank) states the following

Final FINRA documents will not be submitted until NV SoS forms are accepted and updated by them. Hope this is helpful BW

Meaning the custodianship changes on the website the hands of NV SoS at this time, it's up to THEM to perform the approval of the documents before they are posted.

Furthermore,

MHC has been gathering details (CUSIP) etc., to complete the FINRA documents. If information is accepted by FINRA it is a 24-48 hrprocess

Meaning the details are actively being worked on and should be processed within two days time after submission.

Last, and more importantly, Frank indicates he is working hard over this weekend in order to announce the acquisition news for Monday.

I am working on that item over the weekend.
