You are correct, management and the BOD are ineffective and obviously cannot understand that as long as they are there, shareholders are not going to let them RS. It also shows that management and the BOD do not hold a majority of shares to effect the RS.

The best thing they could do is forget the RS and drop to the QX, Nasdaq is not the place for DCTH, the fact that they want a 5000 to 1 RS shows this is a pinky stock run by pinky operators not a real team of leaders.
