P & P? The answer is that I have barely ever seen the rain. It poured back in 19ought99. Washed out roads and bridges etc. But a serious rain here in Las Vegas is a .1 inch of rain, takes maybe ten minutes. Dries up. This truly is a desert. You want something wet here you grab a hose.
