I still have alot of questions myself but because the PR states that :
Vital Products Inc. (OTCQB: VTPI) (the "Company") announced today that the Company has acquired Combined USA Corporation, dba XCPCNL Business Services Corporation ("XCPCNL") based in Dallas, Texas. XCPCNL

So my guess is they :
Irving D. Boyes, President & CEO and Marshal W. Dooley, Secretary & General Counsel. Bought the company/shell VTPI .
R/M'ed their high revenue producing company XCPCNL into VTPI & will be doing a name change pretty soon.
Looks like peeps are slapping the Ask today @ .70
