That would be the SEC, which is notoriously understaffed and overstretched in trying to regulate this mess they call the pink sheets. (Especially now...)

It seems that contacting them to file the usual form complaining about some OTC scam is not enough. They just don't have the time or resources to properly investigate every penny scam that investors tip them off to. There's too much legwork and research required to build a case and make it a worthwhile pursuit.

However, one wonders what might happen if someone with the requisite knowledge and understanding of a particular company and its history were to basically do the SEC's work for it--spending the necessary time to compile research and evidence, as a sort of hobby project, and perhaps going so far as to draft up an entire memorandum and a complaint laying out the case for securities fraud and numerous other legal violations--all pro bono, and then drop that whole package in the SEC's lap...

Or what if that person maybe also delivered that package to an enterprising young newspaper reporter who might appreciate what an entertaining story it is, what with the past celebrity endorsers (Shad Moss) and famous investors (Jackie Autry) who all got burned, the comically inept bumblings of management over the years, and the delightful cast of characters who have followed and commented on it all here...

It could make for a really entertaining multi-part newspaper expose if you ask me, in addition to the enforcement action.

One wonders...
