Patent process doesn't work that way. First of all, most of the time it is not as simple as APPROVED or REJECTED. Companies make hundreds of claims in patent applications and some are inventive while some are not.

Once the initial application is reviewed, you have a period to fix or remove those claims and file again. OWCP's applications have more patentable claims than the ones that are not. All they need to do to address the ones that are not and file again to get actual patents.

It's a matter of time they do that and get their patents!
