Look at last month's volume. There were roughly 1.8 billion shares traded. So yes, the roofing company could have very well purchased over 1 billion shares from the float as part of the JV agreement.

Why else is the float such a secret right now? There's obviously something happening behind the scenes that will eventually come to light...
