No, there was nothing that I would consider "sandbagging." If you look at the script numbers:

...you see Trx increased steadily to a peak of 627 in late October.

Around that time SNY realized that the drug would NEVER be commercially viable, and they made a simple business decision to stop pouring money into a product for which there would never be a return on investment.

Around that time they subcontracted sales out to some outside firm whose name I don't recall as I type this. They then sat back and waited until the beginning of the next year when they would be able to terminate the contract.
Now YOU might consider the decision and the subcontracting to be "sandbagging." I don't. They saw where things were headed and decided they didn't want to waste any more time and effort.

Events since have shown they made the RIGHT decision.
