how can settlement talks conclude with no settlement but still be on going?

On April 28, 2017, the parties concluded their efforts to mediate a settlement before Magistrate Judge Kim without achieving a settlement. Settlement discussions are ongoing between the parties. The next status hearing on the matter is set for May 31, 2017.

Did they not like talking in front of da Judge?

Or are the new discussions not focussed on mediating but agreeing how to pay the sum the judge has told them is warranted?
