OTC isn't a regulator. Scam artist like Pierce....

take advantage of that fact. OTC could care less unless you don't pay fees, and if you don't pay up then they may slap a CE on the ticker if you are over 6 months delinquent and there's high volume, which is what happened with Pierce's former scam DKTS recently.
