The central Finance allocated a portion of fund from Energy Saving and Emission Reduction Fund to support National Energy Saving and New Energy Automobile Demonstration and Promotion Program.

21:43: On March 4, 2009, Professor CAI Jiming from Tsinghua University gave a speech at the National People's Congress, stressed that electric vehicle development in China should be established on China's own technology platform and figure out a technological pathway suitable to China's conditions. Cai's initiative received attention from then President Hu Jintao.

After the meeting, Professor CAI Jiming established a Tsinghua University New Energy Automobile Research Team, received funding from the central government.
