It is only dilution if the shares are coming out of the treasury. If the OS is not growing, it is not dilution. BUT, those large blocks are likely what I call 'dead shares' - lenders unloading shares they got in lieu of payment of loans. There are literally billions of such shares to pump through. That will hold the price down until they flow through.
