No, it can't.

When the SEC suspends a registrant for delinquent filings, they also move immediately to revoke it. That means the stock cannot trade anywhere, even the gray market.

Once the SEC takes action, which can happen at any time, NEWC is finished. And investors will lose 100% of their investment.

And NEWC is seriously delinquent. The SEC is now routinely suspending and revoking companies that are 18 months delinquent or less. NEWC is over 2 YEARS delinquent. The SEC suspension can occur at any time.
