I am not sure when it happens - I would assume they do it once they have all the necessary info but just because the new symbol starts trading doesn't necessarily mean everyone gets their new shares available right away. I have had many times when a ticker/name change went through and my shares sat in a cusip after the change because the ta didn't get the broker the shares yet.
