Yeah, they have to inform Finra. Take a look :

All forms required to be submitted by issuers and transfer agents can be found on our site.

Moreover, issuers with securities that publicly trade on the OTC markets must give FINRA advance notice on corporate actions ranging from reverse splits, name changes, changes of domicile, changing trading symbols and changes in capital structure.
