I have no idea how your question relates to my statement about the low bar for efficacy. The length of time to recruit, screen, treat and assess due to a protocol has nothing to do with a low efficacy bar, one where there is no effective treatment besides ice cubes or an approved treatment that's barely better. The approved treatment has such poor outcomes that the standard of care is still ice cubes, unless one has the $10k to blow on a 90% miss.
