The problem with your post is the quality of doctors associated with the company. Not the sort of people who would be part of a scam are they?

If you were one of these Drs, and someone offered you $50K/yr, in return for listing your name as a consultant - would you refuse? Let's take the example of Leonard Makowka. After retiring from practice he has parlayed his background or name into multiple consulting roles.

and he doesn't do all of those consulting roles for FREE. So does Makowka care if PMCB is a scam that strings its SHs along for years? As long as he doesn't accept a position as a board member for PMCB, his honor has not been damaged. He's just a paid consultant. Nothing unusual or wrong for an individual from an academic center to cash in on his background.
