I believe mgt operate under the assumption that investors in "startup" companies know or should know the risks involved, which include long stretches of dilution - that may or may not ultimately lead to sustainable profits and a positive return on investment for shareholders.

It's within that context -- particularly during the dilution phase -- such companies tend to be more concerned about the incremental/marginal investor as opposed to the earlier ones.
