If I'm misinterpreting that S1, please tell me. From what I saw, Hartman is offering 147,000,000 shares at a max of .009. So he's diluting at a very cheap price. Why would anyone pay more than .009 until all those shares are sold? Everyone talks about how much Hartman cares about his shareholders. I can't see it.
