TXTM has less RED TAPE growing in South Africa compared to growing in United States?

I heard starting July 1 and Jan 1 2018 it will be required that every batch to be tested by INDEPENDANT Labs in United States (at the expense of the GROWER)?

What are your thoughts about this?
