Traders don't care about "ten second rules" any more than they care about the "scam" claims which are unreliable in text.

They see a "late trade" every day it happens and they only care about the price that went with the trade, not the time of day it was reported.

Like the current .0002 Ask size has just moved up to 121.2 million shares and the .0001 Bid size has just moved to 1,133,665.

But, "No Bid", will the "ten second rule" inform the public about the current move?
