That allows the patent office to deny the applications of anything so far out that it would be a waste of time to let them proceed through the process and waste their time.

Rather than try and fit the wording to the situation, why not ask the patent office directly if they have the personnel and resources to quantify the ability of every invention or process to do what it claims.

They're not rocket scientists, you know?

You can lead a horse to water. But you can't make him get down on one knee and do an Al Jolson impression!
