All the laws concerning vending are regulated by the individual states. But in general, tobacco vending is only allowed in places where under age people are not allowed. In my state (Colorado) that means technically tobacco vending is allowed in bars and probably casinos but not anywhere else. But I haven't seen a tobacco vending machine in Colorado in over 20 years.
However in all states where cannabis is legally sold, it is limited to licensed dispensaries. And that is just not going to change. Zazzz was in dispensaries in the past and it didn't work. Why do you think it will work now. Nothing has changed.
