I believe someone earlier in the day was asking for translation on the plates shown on front of vehicle. Although I cannot translate it I do believe it is the vehicle license plate. I am not exactly sure about china but I do know that in Europe, a license plate is given to a car when manufactured and remains with car for the life of vehicle regardless of ownership change. Owners change but the license plate never does, it belongs to the vehicle. I believe china might be similar registration system.
