You are correct. Phases 1, 2 and 3 in the old process are now Phases 2, 3 and 4 in the new process.
The DOT application is totally separate from the FAA certification.
The FAA has no say in the economic authority determination.
The DOT application is, however, necessary to proceed from Phase 2 in the FAA certification.
