The DOT application will have extremely interesting information in it and will put most speculation here to bed.
The DOT website IS always up to date in opinion from my constant interaction with it.
The applications, comments and postings are public unless they apply for and are granted confidentiality. If they were granted confidentiality that fact too is made public.
I have no idea who said they were in Phase 3, but if they did, in my opinion, they misspoke.
Believe whatever you want though.
