There are 5 phases to the brand new 121 certification process:
Phase 1 is Pre-application
Phase 2 is Application (Initial review of the Application Package and formal application meeting)
Phase 3 is Design Assessment
Phase 4 is Performance Assessment (tabletops, mini, proving flights)
Phase 5 is Administrative Actions

Can't move from Phase 2 without applying to the DOT for Economic Authority. The DOT application can't be made without all the financing in place and a complete pro forma business plan with detailed financial projections.

Someone misspoke if they said Baltia was presently in phase 3.
