I looked at it on facebook and it looked like nothing more than a tiny one-room office on the end of a multi-unit building. To me, it looks like a pathetic attempt at legitimacy in hopes of causing another pps spike. Anyone building a $450m refinery should be able to afford more than a one-room shack for an office. I guess we now know why Hanks needed the toxic financing: to afford the rent on his "office." This thing is so obvious.
