Wrong. A hedge fund will not lend money to an idea that may not happen. Once this idea has become a reality with the permitting and land secured and all thats needed is the capital to build the refinery, the hedge fund will then invest.

Until then, no hedge fund or bank will lend money. Pretty simple to understand.
