It means they can reverse split it anywhere from (5 to 1) to (50 to 1).
there is no preferred stock and all common stock will be affected the same. They can do it anytime before the date specified without further vote. So if you have 50 shares now you will have 1 after the split if they do 50 to 1. All shareholders will be effected the exact same.
