Can any savvy trader tell me why the ask is switching amounts every 5 seconds most of this morning? I don't understand why it is:

.996/.9999 with 10/4 all ask/bids then in 5 more seconds, it's .996/1.00 with 10/89 and back and forth and back in forth and so on.

Can anyone understand why this is ongoing or is it brokers trying to move it up or down
