I apply that rule to buying, but not to selling. Since cash is a limited quantity, it can be exhausted where selling a percentage of shares can go on forever.

Further, I cap the buildup of cash with other means (vealies) so don't mind selling more often. When I get a sell signal I'll execute as long as the cash is under the established target.
