Saying the oil refinery will be built is based on wishful thinking and not logic and facts.

MMEX doesn't have any assets - there isn't any revenue and they had to resort to toxic funding for $145,000 - but you think MMEX can arrange for $450 million in financing.

Only in pinky fantasyland or some other Bizarro world does financing exist for MMEX.
