No. The buyout is announced as either cash (X amount of $ per share) or share buyout (e.g. 0.5 shares of buying company for each 1 share of sold company).

When the buyout is announced, you'll basically see the price of the stock move toward the buyout price until the acquisition is completed. So if company says they'll buyout for $1 per share, the stock price will move toward $1. Similar movement for share buyout as well.

Normally you'll see the price start to move before final approval of the buyout or sometimes even based on a strong rumour.
