State laws change all the time. Just like federal laws. Film production is running away from CA and finds home in states that attract their business and weed growers look for dispenseries in states that adopt their laws to permit sales.
It is the sales tac and income tax that can eat up a bunch of profit money so corporations look to save the 4-7% by avoiding operations in taxable states.
