So Kinder Morgan has abandoned it's plan to acquire partner financing for its plan to triple the capacity of the Trans Mountain line to ship dilbit (oil sand) from Alberta to tidewater near Vancouver, BC.

Instead, it plans to issue an IPO seeking 1.3 billion US in funding.

What does this mean? Does it mean the big boys think this pipeline is a no-go?
