Now that you mention "earmarked" again, I realize it's not clear who did the earmarking. I assumed at first it meant that among the conditions placed on the transaction by the "investors" was a restriction on how the money is spent -- only on current testing and a potential subsequent move.

It could just as easily be straight-up cash that the company has "earmarked" for current testing and a potential move. But either way, and regardless of whatever other conditions might be part of the deal, the biggest question -- how much it all costs -- remains unanswered. No way that's without purpose.
