I'm not sure. Would that depend on what the catalyst is made of? Or does it have nothing to do with necessary voltage at all? The catalyst simply reduces the "activation energy" necessary to break bonds and separate the oxygen atoms. It just sits there on the solar cell, protected in the coating.
