He made his choice and based his decisions on his political ties, which, by the way we're/are contrary to the current Administrations' mandate.

IMO, Watt's delivery was Politician to Politician and believes he is immune to not following Congress' mandates. I think it's just a matter of time before his competency is called into question by his Boss and the American People.
