I'm still looking into this.

But, the 15-12G, intent to de-register, was filed back in January and the first amended form was filed a few days later. On the surface this looks proper.

The last 15-12G/A was filed March 15th. This was a filing to go private and alludes that it should have been done back in January.

I don't know if this backs up your assessment.
